Role and Responsibilities of the Consultant:

The Consultant, a retired District and Sessions Judge, will be entrusted with a range of high-level responsibilities that leverage their extensive judicial experience. These responsibilities will primarily include:

  1. Legal Advisory: Providing expert legal opinions, interpretations, and guidance on complex cases, statutory provisions, and regulatory matters pertaining to the Protection Against Harassment of Women at the Workplace Act, 2010, and other relevant laws. This will involve in-depth analysis of evidence, precedents, and legal principles.
  2. Case Review and Analysis: Conducting thorough reviews of ongoing and concluded cases, offering insights into procedural adherence, evidentiary standards, and the soundness of decisions. The consultant will assist in identifying areas for improvement in investigation and adjudication processes.
  3. Policy and Procedure Enhancement: Contributing to the development, review, and refinement of internal policies, procedures, and guidelines to ensure their effectiveness, compliance with legal standards, and alignment with best practices in addressing workplace harassment.
  4. Training and Capacity Building: Assisting in the design and delivery of training modules and workshops for the Secretariat’s staff, focusing on advanced legal reasoning, investigative techniques, evidence evaluation, and the nuanced application of relevant legislation.
  5. Research and Development: Undertaking research on contemporary legal issues, emerging trends in workplace harassment, and international best practices to inform the Secretariat’s strategic initiatives and recommendations.
  6. Report Drafting and Vetting: Aiding in the drafting, vetting, and finalization of high-stakes reports, legal documents, and official communications, ensuring accuracy, clarity, and legal robustness.
  7. Mentorship: Providing mentorship and guidance to junior legal officers and staff, sharing invaluable practical wisdom derived from years of judicial service.
  8. Any other duty: Performing any other duties as assigned by the Provincial Ombudsman that are consistent with the Consultant’s professional expertise and the operational needs of the Secretariat.

Eligibility Criteria:

To be considered for this prestigious position, candidates must meet the following essential criteria:

  • Judicial Experience: The applicant must be a retired District and Sessions Judge from the judiciary of Pakistan.
  • Domicile: The applicant must hold a valid Domicile of the Province of Sindh. This ensures a deep understanding of the local socio-cultural context and legal landscape.
  • Integrity and Impartiality: Demonstrated impeccable record of integrity, impartiality, and ethical conduct throughout their distinguished judicial career.
  • Legal Acumen: Exceptional understanding of constitutional law, criminal law, civil law, and specifically, a strong grasp of laws related to harassment and women’s rights.
