SIHPP Jobs 2025: A Guide to IT Consultant Roles in Karachi

The Health Department, Government of Sindh, is seeking individual consultants for its high-profile “Sindh Human Capital Investment: 1000 Days Integrated Health and Population Program (SIHPP).” This is a Request for Expression of Interest (REOI) for key IT positions to support the project’s mission.

Industry Overview: A Landmark Public Health Initiative

The SIHPP is a massive, World Bank-funded project with an approved cost of 280 million USD. Its primary objective is to improve maternal, neonatal, child, and adolescent health (RMNCAH-N) services and promote family planning across Sindh. A key component of this project is the development of a modern, IT-enabled Electronic Medical Record (EMR) system. This recruitment drive is focused on building the technical team that will make this digital health vision a reality.

Required Qualifications & Vacancy Details

The project intends to appoint the following individual consultants.

01 – Developer (PPS-09)

  • Academic Qualification:
    Bachelor’s degree in Computer Science, Software Engineering, or a relevant field.
  • Experience:
    Minimum 3 years’ proven experience as a Developer. Experience in MERN Stack is highly desirable.
  • Required Skills:
    • Front-end and back-end technologies: JavaScript, CSS/HTML, Node.js, React, Angular, Python, Ruby on Rails, etc.
    • Strong and extensive experience in relational and non-relational databases: MySQL, PostgreSQL, MongoDB.
    • Familiarity with cloud platforms like AWS, Azure, or Google Cloud.
    • Experience in using Git for version control.
    • Basic understanding of GIS centers.
    • Knowledge of Agile methodologies (Kanban, Scrum, etc.).
    • Excellent problem-solving and debugging skills.

02 – Data Processing Officer (PPS-09)

  • Academic Qualification:
    Bachelor’s degree in Computer Science, Data Science, Statistics, or a related field.
  • Experience:
    Minimum 3 years of experience in ETL engineering or engineering. Expertise in automation testing tools and frameworks. Strong understanding of ETL methods, tools, and processes.
  • Required Skills:
    • Additional experience in data visualization tools (Power BI, Tableau, etc.).
    • Proficiency in scripting languages like JavaScript, Python.
    • Knowledge of data balance and predictive analytics.
    • Experience working with healthcare data is an added advantage.

03 – Networking Officer (PPS-07)

  • Academic Qualification:
    Bachelor’s degree in Computer Science, Network Engineering, or a related field.
  • Experience:
    At least 1 year of experience in networking and software development (preferred).
  • Required Skills:
    • Proficiency in networking protocols (TCP/IP, DNS, VPN, etc.).
    • Knowledge of MERN Stack is an added experience.
    • Back-end programming skills in Python, JavaScript, or PHP.
    • Familiarity with cyber security and network security challenges.
    • Strong analytical and troubleshooting skills.
