Experience requirements vary: candidates with at least 17 years of experience in a post BPS-17 or equivalent position will be considered for BPS-20, while those with 10 years of similar experience will be considered for BPS-19, preferably acquired in a public sector university, higher degree awarding institute, government, semi-government, or autonomous body.

Beyond academic and professional tenure, the ideal candidate must be exceptionally well-versed in critical areas such as planning, project management, and possess a strong understanding of financial management, audit-related matters, and civil engineering works. Proficiency in SPPRA rules and regulations concerning procurement, tendering procedures, evaluation reports, execution, monitoring, and the preparation of PC-I documents is also mandatory. The maximum age limit for applicants is 45 years, though this may be relaxed by up to 5 years for highly qualified and suitable candidates in exceptional circumstances.
